Pixels are not file size
Dimensions describe the number of pixels; KB or MB describes storage size. Reducing dimensions usually reduces file size, but format, detail and quality also matter. If a service specifies a maximum number of kilobytes, resize first and then use the image compressor.
Quality and privacy
